By default the unity packaging uses Built-in render papeline. To use URP or HDRP, your have to import into your project the URP or HDRP packgage. Then, choose all the materials in the Material folder, and convert materials: Edit > Rendering > Materials > Convert Selected Standard Materials to URP (or HDRP).
